service action: Check throttle cable adjustment. Check idle stop for wear. Ensure throttle plate is against throttle stop. Perform TPS Sensor Initialization in BUDS with throttle completely off. Sounds like the throttle cable need adjustment to give it more slack. Adjustment is up by the throttle lever.
